Cecilia Oebanda-Pacis and Voice of the Free: A Beacon of Hope Against Modern Slavery

Cecilia Oebanda-Pacis or “Nanay Day,” is a visionary leader, a passionate advocate, and an unstoppable force in the global fight against human trafficking and modern-day slavery. As the founder and heart behind Voice of the Free (formerly Visayan Forum Foundation, Inc.), she has devoted her life to uplifting the marginalized, particularly women and children, whose voices have long been stifled by exploitation and abuse.

Living an Uprising-Focused Life
Cecilia’s journey began in the crucible of resistance. Born and raised in a politically charged era of the Philippines, she stood against the oppressive martial law regime of Ferdinand Marcos. Her activism landed her in prison at just 22, where she spent four years as a political detainee. Far from breaking her spirit, this period deepened her resolve to fight for freedom—not just for herself but for others trapped in cycles of oppression.
After her release, Cecilia channeled her passion for justice into founding Voice of the Free, an organization committed to ending human trafficking and modern slavery. Guided by the principles of resilience, empathy, and action, the organization has become a sanctuary for thousands of victims and a catalyst for systemic change.

Voice of the Free: A Haven for the Vulnerable
Voice of the Free stands at the forefront of anti-trafficking efforts in the Philippines, providing innovative and life-changing interventions for survivors. Its programs offer a holistic approach, addressing immediate needs while laying the foundation for long-term upliftment.

        Safe Spaces and Shelters
      At the heart of Voice of the Free’s work are its safe spaces and shelters. These havens provide rescued victims with safety, counseling, and rehabilitation, ensuring they can heal from their trauma in a nurturing environment.

    Education and Livelihood Training
           Upliftment through education and skills training is a cornerstone of the organization’s efforts. Survivors are equipped with the tools to rebuild their lives, pursue meaningful careers, and break free from cycles of  exploitation.
     Advocacy and Legislation
        Cecilia and her team have played a pivotal role in shaping policies that protect the vulnerable. Their advocacy efforts contributed to the passage of the Domestic Workers Act (Republic Act 10361) and strengthened laws against trafficking.
  Partnerships and Innovations
          The organization collaborates with local and international stakeholders, leveraging technology and partnerships to combat trafficking networks. Cecilia’s visionary approach has included the use of mobile apps to report trafficking and monitor ports—key transit points for traffickers.
Recognizing a Modern-Day Hero
Cecilia’s work has earned her global acclaim, but she remains steadfast in her mission, focused more on impact than accolades. Among her many honors are the Skoll Award for Social Entrepreneurship and recognition by the U.S. State Department as a Hero Acting to End Modern-Day Slavery.
Her life and work have been featured in numerous documentaries and publications, shedding light on the horrors of human trafficking and inspiring others to join the fight. She was finally able to share their story of the struggle for freedom and democracy through the award-winning film Liway (Lady of the Dawn), written and directed by her son, Kip. The Commission on Human Rights in the Philippines now utilizes the film to educate the youth about the lessons of the Marcos dictatorship.
The Fight Continues
Despite the progress made, Cecilia is the first to acknowledge that the fight is far from over. Human trafficking remains a pervasive and evolving threat, exploiting millions worldwide. But with Cecilia at the helm of Voice of the Free, hope endures.
Her story is a powerful reminder of what one person can achieve through courage, compassion, and an unyielding commitment to justice. Cecilia Oebanda-Pacis and Voice of the Free are not just fighting for change—they are embodying it, proving that every survivor can transform from a victim into a voice of freedom.
