In a groundbreaking move to promote inclusivity and diversity, Bonnie Y Chan, CEO of the Hong Kong Exchanges and Clearing Limited (HKEX), has implemented transformative rules aimed at reshaping the corporate landscape in Hong Kong. Her leadership underscores a progressive push toward gender equality and the broader benefits of diverse decision-making in the boardroom.
Redefining Boardroom Norms
Chan has been vocal about the importance of diversity in fostering innovative and effective corporate governance. “I don’t think we need to debate the benefit of having diversity in the boardroom. It is important because it will prevent groupthink,” she asserts. The inclusion of varied perspectives enables boards to tackle complex challenges more effectively, ensuring well-rounded and strategic decision-making.

Under her leadership, HKEX is not just promoting diversity; it is mandating it. Recognizing the urgent need for change, Chan spearheaded a groundbreaking rule in 2022: a ban on single-gender boards across Hong Kong’s 2,600 listed companies. The move gave organizations until the end of 2024 to comply.
A Bold and Decisive Approach
Chan acknowledges that this approach may seem unconventional. “I am conscious that different markets have different needs, and some other markets may choose a slightly more moderate approach. But we decided maybe we do need to whip the stick a little bit,” she remarks. The results of this decisive action, however, speak volumes.
When the rule was introduced, approximately 800 companies operated with single-gender boards. Since then, that number has dropped to less than 400—a remarkable achievement that has created 400 new opportunities for women to step into leadership roles.

With women currently occupying less than a quarter of C-suite roles worldwide, Chan’s initiative offers a blueprint for other markets to follow.

At the current rate of progress, it could take 152 years to close the global gender gap in economic participation and opportunity. Chan’s efforts demonstrate that such a timeline is unacceptable—and that change, while challenging, is achievable with strong, visionary leadership.
